I think it right to transmit at the same time copies of a letter which I received in July last from the Acting French Consul in which it is asserted that the Annamese have no right to treat with Foreign powers except through the intermediacy of France, and of the reply which was sent. Copies of this correspondence were forwarded at the time to Sir Thomas Wade, Her Majesty's Minister at Peking.
